Palisades and Malibu Fire Cleanup Update:

The emergency response efforts must be completed first. Once that’s done, Cal-Recycle typically assigns a prime contractor to clean up debris and hazardous materials from residential properties, often covering hundreds of homes at no cost to the homeowner. However, commercial buildings are responsible for their own cleanup, and we are available to assist with our expertise in this area. Some homeowners, however, grow impatient and prefer to expedite the process by hiring us directly, rather than waiting for the free service.

Request for Proposal Disclosure for Real Estate Agents, Brokers, Landlords and GC,s

Thank you for considering our Request for Proposal (RFP) service for your residential or commercial property. We offer a flat rate of $295.00 non-refundable for properties in escrow that are 2000 square feet or less. For properties greater than 2000 square feet, we adjust the pricing on a case-by-case basis.

To process your RFP, we require your name, billing address, project address, cell phone number, email, and any third-party reports. If you own the property, the Request for Proposal is free of charge!

If you are an agent or buyer and cannot provide a legitimate asbestos report from a Certified Asbestos Consultant (CAC), we recommend contacting Jonathan Massey at 310-930-3355 for asbestos, lead, and mold testing. Please let them know that Kevin referred you.

It’s important to note that reports from a home inspector typically only provide a general overview of necessary building repairs and suspect Asbestos-Containing Building Materials (ACBM). An asbestos survey report must be drafted by a licensed CAC or CSST. Home inspectors and homeowners are not qualified to take samples or provide asbestos reports, nor are they licensed to do so.

Cleanup Operations and Protocols:

Site Documentation:

  • Measure and document the foundation and cleanup areas.
  • Notify relevant agencies, including local hazardous waste and asbestos removal departments.

Hazardous Waste and Asbestos:

  • Asbestos assessment is required. If asbestos-containing materials (ACM) are found, they must be removed by a licensed asbestos abatement contractor. Refer to “Rule 1403 – Asbestos Emissions from Demolition/Renovation Activities” for more details or contact the SCAQMD Asbestos Hot Line at (909) 396-2336.
  • All hazardous waste, including household hazardous waste, must be identified and disposed of by a certified hazardous waste contractor at an approved location.

Work Plan:

  • A detailed work plan must be created that includes site testing, hazardous waste and asbestos removal, debris removal, erosion control, soil grading, and confirmation sampling.

Application Process:

  • The property owner or contractor will submit a Los Angeles County Local Debris Removal Program Application along with the work plan at least two weeks before the proposed start date.
  • Work can proceed once the application and work plan are approved.

Site Testing and Analysis:

  • Property owners will need to hire certified asbestos and soil consultants to perform site testing.

Air Monitoring:

  • Dust control is critical, especially during debris removal. Water must be applied to ash and burn materials to minimize dust.
  • Air monitoring for asbestos may be required during debris removal if recommended by the Certified Asbestos Consultant (CAC).
  • Results from air monitoring must be included in the final report.

Debris Removal:

  • Ash, debris, metals, and concrete must be removed and disposed of properly, with metals and concrete recycled when possible.
  • Waste must be disposed of at an approved location, as listed in Appendix C.

Foundations:

  • Foundations must be completely removed and disposed of unless an exception is granted by the Building and Safety Division. For more information, contact the Los Angeles County Public Works, Building and Safety – Calabasas Field Office at (818) 880-4150.

Soil Grading:

  • Remove 3 to 6 inches of soil from impacted areas or to a level that appears visually clean after debris removal.

Confirmation Sampling:

  • A licensed soil consultant must collect soil samples (0-3 inches deep) for confirmation sampling, comparing results to State clean-up goals.

Erosion Control:

  • Erosion control must be implemented on each residential parcel, as per the engineer’s design. Possible measures include hydraulic mulch, fiber logs, silt control fences, and erosion blankets.

Appliance and Vehicle Recycling:

  • Appliances and vehicles must be handled according to metals recycling facility requirements, with vehicle identification numbers documented.

This detailed cleanup process is critical to ensuring that all affected areas are properly restored and made safe for residents and businesses alike.
